[CVALE] Network Neutrality

I hope not to offend, and that we're all agreed on the subject, but I
just heard that "network neutrality" laws are being challenged in a
recent telecom "reform" act currently in committee. Is there anything
to this? Would it allow ISPs to limit reachable IP addresses, the way
cable companies limit who can broadcast on a cable channel?
I heard last summer our lovely government gave Ma Bell the freedom to
monopolize the communication lines she owns, that is, everything, so
would this be the last nail in the coffin? I'm concerned because I
might want to operate an Internet business one day, and if my users want
to accept say, 10K/s I can offer them, and they pay good money for those
10K. I don't want the middle manager to choke it down to 5K/s because I
couldn't pay up the extortion money. Nobody should be compensated for
"not withholding resources" IMO.
