[CVALE] Base 64 Utility

Greetings,

Is there a generic base 64 encoding/decoding utility?  Something along the lines of uuencode/uudecode?

It looks like everyone just keeps writing their own and there isn't a simple utility included with 
the basic package of most Linux distributions.

I can use openssl to encode/decode base 64 files but I was hoping for something smaller and more 
omnipresent.  Do CVALErs find they have a base 64 utility included with their distributions? (RFC 
2045 compliant or not)

What am I missing?
