[CVALE] Base 64 Utility

I guess I need to update my 20 month old install.  :-)

It's running coreutils 5.21.  The last version of my distribution was in Oct 2006 had coreutils 5.97 
which still didn't have base64 included.

I see the next version of my distribution has coreutils 6.7 which includes the base64 program. Yeah!

Looking at the new Ubuntu 7.04 I see it's still using coreutils 5.97 (June 2006) which doesn't have 
base64.  I don't feel so out of date now if the latest stable Ubuntu doesn't have it either.
