Microsoft knew that at least two countries would be appealing the fast
tracking of OOXML thru the ISO process and had to have something else
ready. As it now stands, after the formal appeals by Brazil and New
Zealand the process comes to a creeching halt and will be mired in
politics for who knows how long.
