Sorry I wasn't paying attention and missed the original thread.
For your situation there are two main solutions you can consider.
1) Software Based Solution
Use cheap PCs along with a solution such as SSH X Forwarding, XDMCP, or
the NoMachine NX software. You can also use rdesktop along with a
central Windows Terminal Server PC if Windows ability is needed.
2) Hardware Based Solution
Use X Terminals from a company such as my employer (full disclosure) HP
or any other such company... there are a lot of them and HP might not be
best, I just know we make it so I'm using it as an example.
In the case of the HP equipment you can buy refurbished gear at a deep
discount.
